To find all the HIA Commemorative Coins in ZZZ, you need to talk to passersby. You need to check at all times of the day (and night) to get them all.
You can exchange these coins for valuable items and Dennies with the Sage in the Barrel, a trash can at the end of the street near the 141 Store. You'll also get a medal for collecting half the coins in one area; just talk to Officer Mewmew who's just outside Howl's News Stand.
