With Palia coming to Steam, players also got a story update, along with a bunch of cool new quests. Check out all of the Keeper answers in Palia below, so you can complete the Keeper of Waves, Flames, and Gales quests.
Palia – Keeper of Waves, Storms and Flames (Main Story 19)
Once you've spoken to Hekla, Sifuu, and Caleri in the village, they'll mark the general area where you can find the Overseer Stations on your map. The Keeper of Waves quest is in Mirror Fields north of Kilima Village, while the Keeper of Flames and Keeper of Gales quests are in Bahari Bay.

The Hydroflow Overseer Station can be found in the area next to the Mirror Pond Ruins. Go to the location marked on the map, climb the stairs of the ruins and you will see a hatch on the floor that leads to a mysterious tunnel. This is the entrance to the Keeper of Waves quest.
