This article explains how to allow pop-ups in Safari on a Mac.

Remember that the default policy for pop-ups on Safari is to block and notify. That means that all pop-ups will be blocked and you will be (immodestly) notified that the site tried to launch a pop-up. To check the default policy, do the following:

Click Safari > Preferences.

Click on Websites and then click on Pop-up Windows.
