You have four options when infiltrating a tavern. You can infiltrate as many different (lower ranked and the one just above you in the rankings) taverns as you want, but each can only be infiltrated by one infiltrator at a time.

You can send any of your staff (or new staff) who are not currently working at the inn on infiltration missions. During the mission, they will continue to earn half their salary as if they were in your reserve, and they will still appear in your reserve. However, they will be marked as an infiltrator and will not be available until they return.
