Shigandang is located in Fright Cliff. From Rockrest Flat, go left to the arena of the Stone Vanguard boss you already defeated. You won't see an enemy at first, because he is shaped like a boulder.
He cannot be activated or summoned until you meet a certain condition and that is to collect all the Buddha Eyes. Once you have collected all 6, return to this location and interact with the huge rock to start the optional fight against Shigandang in Black Myth: Wukong.
