To get to the Bombardier Padewakang Blueprint, you will need to cross the very dangerous Open Sea. The location you are looking for is Telok Penjarah, another major hub like Saint-Anne. It is located on the northeastern part of the map, specifically the East Indies. The image below is a simple map route to get there from Saint-Anne.
As mentioned, you have to be very careful when crossing the Open Sea, because there are many high-level enemy patrols that will attack you if you linger too long. I was able to reach Telok Penjarah as a Rover and managed to squeeze through the enemy lines by using a lot of grilled food.
Once you dock at Telok Penjarah, go to the Shipwright on the right side of the hub and you can purchase the Bombardier Padewakang Blueprint for 5280 silver. You will also need to have a rank of Brigand I to craft the ship.
