First, it's important to note that the Lucky Pants are a Leg Armor exclusive to the Hunter Class. Those with the Lucky Pants can gain access to a perk called the Illegally Modded Holster. This perk only applies to a pre-equipped and fully-loaded Hand Cannon that deals Kinetic Damage or a damage type similar to your respective Subclass's Energy type.
The Illegally Modded Holster Perk increases the damage of each subsequent hit from the Hand Cannon. However, this effect is not permanent and only lasts for a short period of time. Additionally, when this perk is active, Hand Cannons are ready faster and have an instant accuracy boost when you switch to them.
