When you jump start a car, the car with the dead battery draws a huge amount of amps from the car with the good battery, which goes directly to the starter motor. When you jump start a car, the same huge amount of amps takes place between the jumper cables and your car.
If you tried to run that much amp through your cigarette lighter, nothing good would happen.
