In the Fallout franchise, players have never been able to play as a Ghoul, but that's changing in Fallout 76.

Typically, the Fallout games put you in the shoes of a Vault dweller. There are usually no Ghouls in Vaults unless they've been compromised, so it makes sense that the single-player Fallout games don't let you create a Ghoul character.
Now, we have good news for anyone who's longed to become a radiation-ravaged wasteland survivor. In "early 2025," Ghouls will become a playable option in Fallout 76.
The announcement came alongside the reveal of Skyline Valley, a new expansion for Fallout 76 that will significantly expand the game. In addition to adding new areas to the map, there are also quests, enemies, and a new Vault on the way. Skyline Valley is scheduled to launch tomorrow, June 12.
