There are a few requirements you need to get Ramuh and Leviathan in FF7 Rebirth. Here they are both:
Both save files must be present locally on your PS5 (so no cloud saves) in order to claim both Summoning Materias in Final Fantasy 7 Rebirth. You do not need to finish the Remake or the DLC, any save files with some progression will be fine.
