Since some skills are better than others, this list should let you know which regions you should explore more thoroughly than others. They are all obtained in Chadley's Combat Simulator. You must judge monsters and defeat the enemy that has the skill.

To gain more skills in your Enemy Skill materia, you'll need to judge enemies in the regions and dungeons you explore, defeat intel enemies, and level up your Enemy Skill. This will unlock a Biology combat challenge in Chadley's Combat Simulator.
