Limited Banner characters can only be pulled when they appear in the banner lineup, but usually re-roll after a while. The wait time is inconsistent, with the longest gap between re-rolls being over a year for Eula's banner.
Standard Wish characters do not appear in the Limited Character banners, as they can be pulled throughout the year via the Wanderlust Invocation.
