The exact location of the Fortified Hideout varies by faction in GZW, but for the most part the Fortified Hideout is located near the Town Hall. The Fortified Hideout is located in a cluster of several gated residences; it is a two-story building that is completely surrounded by a fence, with a two-door gate that is half open and marked with an enemy symbol that resembles the one you were looking for during the Rat's Nest task.
