You have to choose between two quests in Gray Zone Warfare: Crumb Collector and Buyer of Untold Truths. You can take both quests, but you have to choose which one you want to support in the search for medical records.

These medical records are under watchful eye in Tiger Bay. It won’t be easy to reach this location and get the right documents. You’ll have to fight through multiple NPCs to reach this location. After you reach this point in Gray Zone Warfare and return to Base Camp, it’s time to choose between Lab Rat and Turncoat to see who should receive the documents.
When tracking down the medical records for Crumb Collector and Buyer of Untold Truths, the location is the same no matter which quest you want to complete. You need to go to the center of Tiger Bay and to the east side, close to the water. There is a fenced off area you need to reach and a few tents on the other side. The medical records are in the western tent in GZW.
As mentioned, the NPCs in Tiger Bay are tough to deal with. They are exceptionally aggressive and will not tolerate players getting close. They are protective of the area and can overwhelm you if you don’t try to whittle their numbers down. I recommend getting close to one of the buildings to use the walls as cover, and possibly leading them towards you with a weapon equipped with a suppressor and scope. You may have experience dealing with them after working on the What Remains and Test Results quests.
