After completing several quests for Handshake at the Sawmill in Gray Zone Warfare, he will want you to return a third time and eliminate the enemy group, then create a base there. You need to neutralize the enemies at the Sawmill for the I Went, I Saw, I Conquered III quest.

Handshake wants you to take out 20 enemies in this location. Like other missions in Gray Zone Warfare, the task is relatively simple, but tracking down all of the enemies in this region can be tricky. Some NPCs spawn more often than others, and enemy players often roam around here. You want to avoid players as much as possible and take out the 20 NPCs before you're ambushed.
All of the enemies you need to hunt down for this mission are located around the Sawmill. You should be familiar with this location, having completed I Went, I Saw, I Conquered I and II, or when you worked on the When a Tree Falls quest. You can choose one of the two Echo Landing Zones (LZ) for this quest, and you should be good to go.
Your entire goal is to take out the NPCs that are wandering around this area. How you do that is entirely up to you, but starting at the Echo 1 LZ, sweeping north, and moving south works best. You'll have a higher vantage point to take out these NPCs, and if you're using a scoped weapon with a silencer in Gray Zone Warfare, it'll be easier to take them out before they even know you're there.
