You can find the mysterious individual's house at the map coordinates (197,128). The location is slightly west of Tiger Bay Central, a grayish-colored extended building in the center of the city. You will need to call transport to quickly travel to the Juliet 2 landing zone, as this is the closest LZ to the house.
