The most obvious way to add more people to your base is to explore the outside world in Infection Free Zone. You can find survivors hiding in buildings and some randomly walking around the streets. I recommend exploring buildings and abandoned houses every time you are in the outside world. If you are lucky, you will get a group of people that you can send to your HQ and make them your citizens.
Another way to get more people into the Infection Free Zone is to send out invitations via Antenna. Make sure you have this tool built on your base so that you can send out invitations via radio transmissions. If there are survivors, they will respond to your invitation and head towards your base. It is up to you whether you want to help them get there faster or let them come on their own. You can always send a group of your citizens to help them get to your base safely.
Often you will receive radio transmissions letting you know that there are survivors near your base. You can choose to befriend them or become hostile, as they may be disguised attackers.
