Appraisal is the act of judging the value or quality of something. So when you bring a fish to the appraiser, she can tell you the price of the fish before she sells it to the dealer. If you choose the option "Can you appraise this fish?", you are unlikely to increase the value of the item you are showing her.

About her work she explains: "I inspect it and re-evaluate the weight. Then I check for signs that it is a Shiny, Mutated or Sparkling fish. And finally I give it back to you!"
