That means looking to the tech, answering questions like, what launch titles will be available for the PS5 or, in this case, what FPS will the PS5 have?

But to answer that question, we first need to answer another question:
FPS refers to the frame rate, or the frames per second that are displayed on the screen on any type of display. Much like flipping through a series of pages with an old-fashioned animation on them, this is what allows us to perceive movement from a series of separately static images that are displayed in a sequence that gives the illusion of movement. The key to that illusion is in the small changes between each frame.
The higher the FPS, expressed as the refresh rate of a display in hertz, the smoother the motion will be. A display with a 60Hz refresh rate will display up to 60 frames per second on the screen, while a display with a 120Hz refresh rate will do double that. This means that each second of movement on the screen is split into more frames, creating a more subtle change in sequence and a smoother illusion of movement. This translates to less blur, less jitter, and easier to read when moving quickly across the screen.
