The first and easiest way to get gem sockets is to buy a Tiered Medallion Setting from the auction house. These have three different quality levels, but cost around 100-500 gold (depending on your empire).
You can also get gem sockets in Dragonflight by leveling up the Jewelcrafting profession to a basic level and then crafting it. You can do this by crafting and crushing gems. After reaching 30 points, you will unlock the Tiered Medallion Setting. You will need various reagents to craft a new socket, but these ingredients can be easily purchased or obtained.
