The Cartoon Face filter is an official filter introduced by Snapchat. Official filters are an archive of all the filters that Snapchat has launched over the years. Unlike other AR filters, the Cartoon Face filter can be customized to create a pseudo-realistic version of your face.
Since big blue eyes are such a craze, the filter lets you do just that and more. You can change different aspects of your cartooned face, such as your eyebrows, eyelashes, etc. The filter is currently only available on Snapchat.
