Rayquaza will not spawn in Paldea until you obtain the Rayquaza Treat. This special item is locked until you have played through the entire DLC story and captured or defeated Terapagos. Once you have completed the post-game, an NPC named Snacksworth will appear at the entrance to Blueberry Academy.
