You will find the Red Drum on Snowcap Island in Fisch. Depart from Moosewood, the starting island, get on your boat and head southeast by going left. The nameplate for the island will appear in the distance once you are close enough, then all you have to do is follow it.
Ice is the easiest fish to catch on this island, but you can also find 14 other types of fish on Snowcap Island, including two Mythical, a Legendary, and a Rare. Here are all the fish you can catch while trying to get the Red Drum:
The Red Drum's favorite bait is the Insect. It has a Preferred Luck of 35 and a Lure Speed of five, but most importantly it increases the chance of catching the Red Drum. It is also the favorite bait of the other three fish of Snowcap Island.
