Rather than directly modifying icon packs that require root-level filesystem access, we’ll use Apple’s Shortcuts app to help you create shortcuts for specific apps that you can then customize however you like. The only downside to this workaround is that the new icon will first open Shortcuts, then the app you’ve assigned to it. This may be a dealbreaker for some users, but it’s currently the only way to customize icons on an iOS device.
