This can all be done when you add members to your organization, and the service has a way to do this by generating links. You can control who gets invited to the organization by disabling a previously generated link, or filter who has the ability to add more members.
However, Teams offers a convenient way to manage invites, as you can change the organization's join link as a last resort to keep the team safe.
