The first thing you need is the Fish Radar which you can buy for 8000C$ in Moosewood at the pier. If you don't have enough money for this, keep fishing and sell your catches and redeem the latest codes to get a boost in income. Once you have bought and used it, you will see Radar Enabled on your screen and now you will be able to see the Fish Abundances in certain regions.
