After starting your Secret Agency, you can’t go on missions right away, because you need to fulfill two criteria. First, you need to hire a Secret Agent, because you can’t go on missions alone. You can steal agents from your rival agents during the infiltration or interview agents by clicking on the Agent Recruitment option under the Activities tab. The next step is to buy some Spy Gadgets for your missions. Click on the Spy Gadgets option under the Activities tab to buy cool stuff for your missions.

Once you have your Agents and Spy Gadgets, you can start doing missions. Click on the mission tab and choose a mission from the list. They usually range from sneaking photos, scamming someone in a honeytrap, or stealing something. Choose something that suits your mood, and if you are a beginner, I recommend choosing something with a lower risk rating.
