After traveling through The Shallows and Mariner's Keep and defeating Warrick the Torn, you'll reach Sacrament, the capital of No Rest for the Wicked.
At this point you will be intercepted by an Inquisition unit who insist you speak to Madrigal Seline and give you the quest 'Servant of God'.
