The only way to prevent Brumeflowers from evolving is to defeat them quickly and stagger them. They fully evolve after three growth spurts, so you have to do it quickly. Brumeflowers are weak to ice.
Luckily, at this point in the game there are many ways to stagger enemies quickly. The most important thing is to defeat one enemy and use the right skills. When fighting these things on your journey to the reactor, you only have four characters at your disposal. I'll be focusing on them in this guide.
Equip Buster Sword and use Blizzard. If you have Snow Flurry unlocked in your Folio, a Blizzard will change Cloud's basic attacks to Ice attacks. Using Focused Thrust with Buster Sword will fill an enemy's stagger meter, and using it with an Ice-element Buster Sword will only make them faster.
