How to Delete Games and Apps on Nintendo 3DS
Decide what you want to remove from your device, then find the app in the Software section of settings. Here's how:
Tap the System Settings icon on the HOME menu (it looks like a wrench).
Choose the Software option and then select the game or app you want to remove from your 3DS. You can also choose Extra Data to remove all other data stored by that app.
