First of all, you need to learn how to use a winch in this game. Once you have attached a winch to the other vehicle, start the engine and start pulling. If the slope is too steep, push the winch and climb up yourself, and drag the winch so that the other vehicle climbs up after you.

Both your vehicle and the other vehicle have multiple tie-down points. Park your vehicle so that your rear is facing the front of the other vehicle. Select the winch from the Devices menu and draw a line between the tie-down points on both vehicles. Once you have the cable in place, you can begin pulling.
