In Persona 3 Reload, after entering the Velvet Room, players will encounter one of the attendees named Elizabeth. Once you interact with her, she will hand over some requests, and completing those side quests will help you get some sort of in-game reward. After accepting Elizabeth's request, you'll first need to find the cat in Persona 3 Reload. You'll find the cat by a lamppost in the Station Outskirts area of Port Island Station. Once you find the cat, you can feed it, but you'll need to purchase cat food first.
The Super Cat Food is available at Aohige Pharmacy in the Paulownia Mall in the game. That said, the Super Cat Food costs around 700 Yen, so you'll need to make sure you have enough to buy it. Additionally, in Persona 3 Reload, you'll need to feed the cat four times, specifically on different days, in order to complete Elizabeth's request and heal the cat.
