To access Gmail from a secondary account without an active internet connection, you will need to enable Gmail offline from that specific account as well. If you don’t know how to enable Gmail offline, see: Enable Gmail offline.
Please note that offline mode must be enabled on both accounts and both accounts must be signed in before going offline.
