You can find out what parts you need to find by picking up the piece of paper on the counter in Neely's Bar, which you can find on your way to the save point in the building in Silent Hill 2. The note states that there are parts with Groovy, and you can find the person who broke it at the pharmacy in the Saul Apartments, who lives in Apartment 9. Which location you visit first is up to you.
If you head south, you can reach the apartments to see who broke the jukebox. You'll need to make your way southwest of Neely's Bar and pass the pharmacy. Expect to encounter a few enemies along the way, but nothing you haven't encountered on your way through Silent Hill 2.
