Fallout 4 got a second wind after the franchise's hit TV series proved to be. New and returning players repopulated the Wasteland and encountered a Mysterious Signal Bug during the All Hallows' Eve quest.

While the signal itself may be silent, the quest will still be alive and you can progress if you know where you're going. While this does take away from the overall experience a bit, Fallout 4 was released in 2015, so we'll have to live with the game's remaining bugs.
To fix the Mysterious Signal bug in Fallout 4, you'll need to manually make your way to the HarborMaster Hotel. You can find this location on your Pip-Boy map and be prepared to encounter a few enemies on your way there. The hotel is also now a raider base, so you'll have to deal with more fights there.
If you're playing on PC, you can also use the console command "setstage ccFSVFO4007_Quest 20", which will allow you to brute force the game to play the Mysterious Signal portion of the quest and mark the hotel on the map.
