You’ll need to unlock and build a Charcoal Kiln to produce charcoal in Manor Lords. Unfortunately, this building is locked, so you’ll need to plan your city building accordingly. If you don’t plan your production carefully, you’ll run into a charcoal shortage. Fortunately, all is not lost, as you can also import charcoal to your region. That said, focus on domestic production, as it’s cheaper and faster.
To unlock the Charcoal Kiln building, you need to upgrade your town to level 1 (Small village). Doing this will unlock the Development skill tree, where you will be given one development point to spend. Development points are only awarded after you have reached the next town level, so spend your first point on Charcoal Burning. I stupidly chose Sheep improvement instead of unlocking Charcoal Burning and had to switch to trade.
