The Craterflesh Gloves are sold by an NPC named Echo of Abazigal in the Murder Tribunal. To get to him, you'll need to go through a series of events that start with the side mission "Investigate the Murders" in Lower City (Act 3). Complete the objectives in this mission and track down the serial killer behind the murders.
