Dragon Wizard is a special unit in Anime Defenders that can only be recruited through the Ancient Dragon Portal. This portal can be activated when you are in Snowy Woods or Crystal Cave, but it is quite rare. You cannot use wishes or gems to summon Dragon Wizard like you can for most other units, as he is only available through the Secret Portal.

There is no way to guarantee that a portal will appear, but there is always a chance that one will appear every 15 turns starting at wave 30 in infinite mode, as long as you are in the right location. Different portals are tied to different cards, meaning you will need to be in Snowy Wood or Crystal Cave to have a chance of obtaining the Dragon Wizard from the Ancient Dragon Portal.
