Flour is not something you will always find in Manor Lords. Instead, make sure you do your best to harvest wheat, otherwise you may be better off requesting it through trading. However, trading is much more expensive and can be a last resort if you want to save money.
The way you make Flour is by breaking Grain in a Windmill. Grain is the primary, basic resource that you need in your village in Manor Lords if you want to produce Flour. You can get Grains in two ways: by farming them or buying them from a Trading Post and importing them from other villages.
The way you grow grain is by harvesting wheat. You farmers turn that wheat into grain after harvesting it, which means you need a field and a farm. If you want a yearly supply of wheat, I recommend having at least three pastures. Typically, you want each pasture to have an annual crop rotation to ensure that you maintain soil fertility by changing the crops each year. This means that you place the pastures in different locations in your region and have them on different crops. This way, at least one pasture has wheat once a year and you can always have grain.
