There are several ways to increase your character's luck in Tycoon RNG, and I've listed them all below. Use them all to maximize your luck score.

The easiest way to improve your character's luck is to consume cubes that give a luck boost. The most common is the Luck Cube. You can also consume the Fortune or Haste Cube. Remember that these are temporary boosts and only last for a few minutes. So, roll within this period to increase your chances of getting a good Tycoon part. All cubes are spawned randomly and you can get some by exploring the map on foot.

The other way to permanently increase your luck is by using Auras. Once equipped, they provide various benefits such as increased luck, walking speed, or reroll speed to the character. Since we are only focusing on improving luck, I suggest equipping something like the Luck, Glitched, or Galaxy Rupture Auras. You can craft any aura of your choice using cubes. To do this, visit the crafting NPC in the cave area in the middle of the map along with the required cubes.
