Mechanical Gear is a crafted material that can be crafted at the Brazier using Ingots in Nightingale. The Brazier crafting tree is unlocked after visiting the Provisioner Forest Realm and completing the Arm Yourself and Target Practice Quests for Bass Reeves. Finding the Lawman is a quest offered by Wilhemina Sasse that will eventually lead you to Bass Reeves.
Once the schematic is available, open the building menu and scroll down to the Crafting: Refinement section to select the building blueprint.
