In Frostpunk 2, the Heat from the generator is the only thing that keeps the city going. Without Heat, people freeze to death, and as you grow, you need more Heat to keep the city going.

Heat is an essential resource in Frostpunk 2, and a shortage is the biggest cause of tension in the city. The supply and demand of Heat is displayed at the top of the screen, along with the rest of the resources.
While the source description says that heat is produced by the generator, the amount it produces depends on how much fuel, such as coal, you have available. You can click on the generator to see the distribution of its heat output. There’s also an option to put the generator into overdrive, which increases its output. It’s a useful feature, especially if you’re surviving a Whiteout, but don’t leave it in overdrive for too long or it’ll cause damage.
The first thing you need to do is start mining the area around the city for resources. There are a few coal seams that can fuel your reactor until you find something more reliable. Frostbreak the area around the seam and build an Extraction District. After building it, you can upgrade the District once to increase output and gain a building slot.
