After asking around and playing around for a while, I found out that to get Sukuna, you need to get the Cursed Finger and eat it. This will activate Sukuna's powers as a Stand for you, and you can use them all freely. Here's how to get the Cursed Finger.

To start, you need to go to Heaven City, where you’ll find Hakari and the shops, which is a straight walk from the jungle where you spawn. Once you’re in the city, you need to find the wooden boxes that randomly spawn along the side of the road and interact with them to see if you’ll randomly find a Sukuna Finger inside.

They drop a lot of things, but mostly Arrows and Rokakaka, so the chances of finding a finger inside are extremely low, rounded up to about 5%. So, the key here is to be persistent in finding boxes and looking for the finger inside.
