The Singed Ring can be found in the Butcher's Quarter of Losmn. To obtain the ring, you will need to complete the quest The Burning Event. Once you enter the Butcher's Quarter, you will notice that the area is littered with many enemies. There is currently some sort of ritual taking place. You will see a Dran hanging over a pile of wood, who will scream and beg for you to save him. The enemies in the area plan to set him on fire. At this point, you have two options: you can ignore his pleas and wait for the Dran to be sacrificed, or interrupt the ritual and save the Dran by killing all the enemies (particularly the executioner and enemies holding torches) before they can set him on fire.
To get the Singed Ring, you need to stand by and wait for him to be burned alive. Immediately after you burn him, all the enemies will turn their attention to you and you need to kill them all to complete the quest. After the event is over, return to the nearest checkpoint crystal and rest there.
