To find the Glider Launcher blueprint, you need to look for the duck-like river (green arrow) north of the White Mountains. Open your GPS and look to the northern area for this river. On the east side of this river, you will see a yellow marker (blue arrow). Once you have identified the location, head there and you will see a cave with some corpses outside.

Enter the cave and make sure you use your light. Inside there is a skeleton hanging, and you have to go all the way to the end. Here you will see the blueprint, and if you pick it up you will see the materials needed to make it.
