The Reinforced Rod is the only rod, at the time of writing, that can be used to fish the Brine Pools. To enter this area, you must have 23,900C$.
But if you haven't been to the Desolate Deep yet, first look for a red buoy in the ocean. It should be behind Sunstone Island (it's a bit further) — use the GPS coordinates -787 132 -3104 to get there.
From here you can choose to buy the Advanced Diving Gear, which will help you stay underwater for much longer than the basic version. You should be able to see the underwater foliage from the surface, so go ahead and dive in.
