There are two ways to get your hands on the TR-40 Golden Eagle armor set. You can either wait until Freedom's Flame releases or tune in to the official PlayStation Access Steam livestream to get your hands on this shiny, golden armor set 48 hours before its general release.
To unlock the TR-40 Golden Eagle armor set, you must be logged into your Steam account when you watch the stream. You have until 4am CT on August 7th to receive this armor and try it out by August 8th. While the time it takes to receive this armor varies, you will need to watch it for at least 10 minutes to unlock it.
