During the Black Ops 6 Most Wanted campaign mission, you’ll need to climb onto the roof to meet up with the team and progress. You’ll need to get past 2+ guards, however, while avoiding being detected by the other CIA agents patrolling the area. If you’re stuck here for a while, you can quickly sneak up to the roof here.

After completing the tasks of one of the objectives of Mystery Man, Covert Affair or Highest Bidder, go to the area indicated on the map with the arrow. To do this, follow the steps below:
There is another way to get here, from the other side, but the method mentioned above is the fastest way to access the roof. Open the roof door marked by the game and climb the stairs and you will reach the location.
