How to get to Varlamore Old School RuneScape
The Kingdom of Varlamore lies to the west of Zeah, across the Western Sea. It is the first of three territories that make up the continent, along with Great Kourend and the Kebas Lowlands. You can only enter Varlasmore after completing the Children of the Sun quest. Once you have completed it, Prince Itzla will suggest that you speak with Regulus Cento. Regulus can be found outside the East Varrock gate.

As long as you've completed the quest, you can travel to Varlamore via a bird NPC named Quetzal in Varrock. Quetzal will take you to Varlamore's capital, Civitas illa Fortis, and will also be available there to take you back to the mainland.
