Technically, the option to change your targeting settings to only target NPCs has always been there. But that's never helped by the fact that other players can hide all of the animations and expressions of the NPC you're talking to. Even if you've heard about this new feature in previous Live Letters or even in the Patch 7.0 notes, finding where to enable it can be tricky, as the option is somewhat hidden in the Character Configuration menu.
If you scroll all the way down to the bottom of the General tab of the Control Settings category, below the usual camera settings you'll find a section called Mission Progress Settings.
